Mr. Speaker

I must deal first with the remaining private business.

Mr. Andrew F. Bennett

On a point of order, Mr. Speaker. I wonder whether you can give us some guidance on the first item, to which we objected. Are you able to protect the rights of Back Benchers by insisting that the promoters table a carry-over motion next Session rather than in this Session? By tabling the motion in this Session they have made it extremely difficult to have it debated because of the pressure on time, whereas if they had chosen to use the procedure that allows them to table the carry-over motion next Session they might have made it much more possible for hon. Members to debate the motion.

Mr. Speaker

That is a matter for the agents and the Chairman of Ways and Means rather than for me.
