asked the Secretary of State for Education and Science whether she will introduce legislation to increase parental choice of schools.

I refer the hon. Gentleman to what I told the House of my legislative proposals during the debate on the Queen's Speech on 4th November.

Mr. Nicholas Winterton

Does the Secretary of State agree that local and parish councils should continue to appoint a representative to school managing and governing bodies because, as often as not, such councils go out of their way to appoint a parent? Is that not part of the objectives that the Secretary of State is trying to achieve?

Mrs. Williams

The Taylor Report recommended that minor authorities should no longer have the right to nominate governors. I am giving serious consideration to that recommendation, because I am not absolutely certain that the report was right in that matter.
