I beg to move Amendment No. 4, in page 10, line 22, at end insert— '(2) This Act, except this section, shall come into force on such date as the Lord Advocate may by order made by statutory instrument appoint'. The effect of this amendment is to give a time after Royal Assent for the making of the appropriate rules of procedure under Clause 15(2). It provides for the making of rules of procedure to deal with such matters as persons on whom service of the summons or initial writ in an action of a declarator is to be made, and the manner and extent of advertising of the action. It is advisable to allow for the regulations to be made before the Bill comes into effect.

It is obviously desirable that this provision should be included. It enables the regulations and the Bill to come into force at the same time. I pay tribute to Mr. Hamish Henderson of Edinburgh University, who raised this point.
