asked the Secretary of State for the Home Department what plans he has to allow migrant workers to vote in local elections after a suitable qualifying period of residence.

None at present.

Is the Minister aware of the healthy increase in worker mobility in the Community in recent years, and will he ensure that the Home Office does not fall behind events yet again?

Mr. John

The hon. Gentleman will know that a working party was set up by the Heads of Government in December 1974 to make proposals on this very subject. We are awaiting its proposals. We shall then study them and see how they can be incorporated in legislation.

Does my hon. Friend agree that this is a daft Question. Would it not even come to the point of considering how much blood should be given according to the type of crime committed?
