I beg to submit a petition signed by about 2,000 residents in the county of Norfolk concerning the protection of the otter, a subject which is of much concern and about which there is great strength of feeling in the county. The petition reads as follows: To the Honourable the Commons of the United Kingdom of Great Britain and Northern Ireland in Parliament Assembled. The Humble Petition of the undersigned citizens of Great Britain and Northern Ireland Sheweth that The European otter population of Great Britain has drastically declined in numbers and is now in danger of extinction. Wherefore your petitioners pray that your Honourable House will take all measures as may be necessary to:

  1. 1 Forbid the killing or taking of the otter by any means.
  2. 2 Forbid the infliction of unnecessary suffering upon the otter.
  3. 3 Abolish the practice of hunting or otherwise pursuing of the otter.
And your petitioners, as in duty bound, will ever pray, etc.
