On a point of order, Mr. Speaker. I wanted to ask your advice about Standing Order No. 100 concerning petitions. It happens that I have a petition, duly signed, protesting 714 against the decision of the Government to receive Mr. Ponomaryov. I should like to know whether I should read it to the House now or at another time.
