I should tell the House that there are two statements to be made, a Standing Order No. 9 application and a Ten-Minute Bill, the latter to be opposed. It is quite clear that unless self-discipline is exercised it will be difficult for me to get more than two or three Members into the debate this afternoon, bearing in mind that there will be four Front Bench speakers.
