I beg to ask leave to move the Adjournment of the House under Standing Order No. 9 for the purpose of discussing a specific and important matter which should have urgent consideration, namely, the deteriorating situation in Rhodesia". I moved a similar motion yesterday and I do so again today without apology because this is one of the most vital issues which face the country and the whole Western world.

I suggest that the answers given by the Leader of the House to questions put during business question time indicate that the Government have no intention of giving time for an early debate on this vital matter. I ask you, therefore, Mr. Speaker, to protect the House by giving us that chance now.

Member asks leave to move the Adjournment of the House for the purpose of discussing a specific and important matter that he thinks should have urgent consideration, namely, the deteriorating situation in Rhodesia". As the House knows, under Standing Order No. 9 I am directed to take into account the several factors set out in the Order but to give no reasons for my decision. I have listened carefully to the hon. Gentleman's representations, but I have to rule that his submission does not fall within the provisions of the Standing Order and, therefore, I cannot submit his application to the House.
