Friend the Member for Hertfordshire, South-West (Mr. Dodsworth), you said that if the Finance Bill should receive a Third Reading you would give your ruling today whether you were able to certify that it was a Money Bill. In view of that undertaking, I wonder whether you are able to give your ruling.
§ Mr. SpeakerAs my memory goes, I did not say that I would give a ruling. There is a statutory obligation upon me to certify whether it is a Money Bill or no, but I can tell the House that I have consulted today the two assessors of the Bill, chosen by the House, and have decided to sign the Bill as a Money Bill.
