On a point of order, Mr. Deputy Speaker. I wonder whether you could give me some guidance. I am not anxious to detain the House at this early hour of the morning, but I am deeply concerned about the way in which quite important matters are rapidly passed through the House. Is it possible for us to discuss these matters?

I can put the hon. Lady's mind at rest on this matter. These Questions have to be put forthwith.

Further to that point of order, Mr. Deputy Speaker. May I draw your attention to the fact that the measure which is now being put to the House was debated yesterday by the Second Standing Committee on Statutory Instruments, &c.? However, the record of the proceedings was not available in the Vote Office until about 2 p.m. this afternoon. Therefore, there was little time for hon. Members to consider the matter.
