Would it not be better for the Secretary 17 of State to go back to the drawing board and consider such matters as dual designation, and even the Laker Skytrain?

Friend to give away all the secrets of the coming White Paper, but will he whisper to me that there will be no paragraph in it which will lead to an increase of flights by night or day to Luton Airport, in the interest of many of my constituents getting a decent night's sleep?
