Queen's Recommendation having been signified—

Resolved, That, for the purposes of any Act of the present Session to provide for changes in the government of Scotland and Wales, it is expedient to authorise—

  1. (1) the payment of any sums out of moneys provided by Parliament; and
  2. (2) any charge on or payment out of or into the Consolidated Fund or the National Loans Fund.—[Mr. John Smith.]
