§ Mr. MillanThe amendments must be read together. This is a slightly complicated drafting point relating to the administrative expenses of the Agency. The effect of the three amendments taken together is to improve the drafting and to enable all administrative costs of the Agency to be met from grant in aid, which is what the intention has been.
