I beg to move Amendment No. 11, in page 7, line 10, leave out from 'given' to end of line 11 and insert: 'in relation to a specific act of the Agency or in relation to all acts of a class or description specified in the approval, and may be given subject to such conditions as may be so specified'. The effect of the amendment is to allow the Secretary of State to issue approvals for a class of scheme rather than to approve each scheme individually. It will obviously depend on such matters as the scale of the scheme whether it is a matter of individual approval or whether the Secretary of State does it in a wider way. This is an improvement in the drafting and improves the flexibility and should reduce the administration.
