On a point of order, Mr. Speaker. Is not it a gross abuse of Question Time and thoroughly unfair to the English Members that so much time should have to be spent on Scottish Questions which have nothing to do with the Department of the Environment?

That is not a matter for the Chair. It is for Ministers to decide which Questions they answer and how they answer them. Whether the hon. Member was right in his premise, I am not at all certain.
