I beg to move, That the Bill be now read a Second time.

After the pat on the back, for which I am grateful, from my two hon. Friends I feel almost ashamed to move the Bill so briefly. The House will understand that this is the parallel Bill for Northern Ireland and that it would be superfluous for me to go into detail. The Bill has been through the Joint Committee, it started in the House of Lords and the same considerations apply to it as applied to the previous Bill.
