§ Mr. SpeakerI have to give my ruling on a question of privilege.
On Wednesday the hon. Member for Don Valley (Mr. Kellcy), who has apologised to me for his inability to be present today, raised, as a matter of privilege, the alleged leak to the Press of a report by the Committee of Privileges relating to the suspension of Mr. Alan Grimshaw from employment with the National Coal Board.
On the following day the hon. Member withdrew his complaint, on the grounds that he had been misinformed. Later that day he reverted to the matter, in a new privilege complaint, in which he referred to a report by the Select Committee on Nationalised Industries on 25th February.
Whatever may be the substance of this second complaint, it is clear that it was not made at the first possible opportunity, and I cannot therefore give it precedence over the Orders of the Day.
