Does he accept that until there is some co-operation with the Scottish Office about both the line of the road and the cost it is unlikely that the bypass can be brought forward, yet it seems to me and to all my constituents a matter of urgent priority?
§ Mr. MillanThe initiative lies with the county council, which has not put forward any proposal to us. It has introduced a certain number of interim measures, such as the 30 mph speed limit, school crossing patrols, and "no-waiting" restrictions. It has turned down a number of other proposals made by the residents.
