I beg to move Amendment No. 45, in page 23, line 5, leave out from 'to' to 'for' in line 6 and insert 'facilities by way of banking or insurance or for grants, loans, credit or finance, where the facilities are'. This is a purely drafting Amendment. Clause 34(1)(b) disapplies Clause 28(1) to the provision of banking, financial or insurance facilities for a purpose to be carried out, or in connection with risk arising wholly or mainly, outside Great Britain". The words "financial facilities" were intended to cover grants, loans and credit, but it has been put to us that the difference between the words "banking, financial and insurance facilities" in Clause 34(1)(b) and the words in Clause 29(2)(c) cast doubt on this. To remove this doubt, we are proposing in the amendment to substitute in Clause 34(1)(b) the words in Clause 29(2)(c).

Miss Lestor

Amendment No. 47 places outside the scope of Clauses 22, 23 and 25 the provision of education outside Great Britain except where education is provided on British ships. Educational cruises, which are organised by several local education authorities, would therefore be covered by the Bill.

Amendment made: No. 47, in page 23, line 27, at end insert— '(5) Sections 22, 23 and 25 do not apply to benefits, facilities or services outside Great Britain except—

  1. (a) travel on a ship registered at a port of registry in Great Britain, and
