Queen's Recommendation having been signified

Motion made, and Question put, That, for the purposes of any Act of the present Session to establish a National Enterprise Board, to confer on the Secretary of State power to prohibit the passing to persons not resident in the United Kingdom of control of undertakings engaged in manufacturing industry, and power to acquire compulsorily the capital or assets of such undertakings where control has passed to such persons or there is a probability that it will pass, to amend the Industry Act 1972 and the Development of Inventions Act 1967, to make provision for the disclosure of information relating to manufacturing undertakings to the Secretary of State or the Minister of Agriculture, Fisheries and Food, and to trade unions, and for connected purposes, it is expedient to authorise, subject to the prescribed limits—

  1. (1) the payment out of money provided by Parliament—
    1. (a) of any expenses of the Secretary of State or the Minister incurred in consequence of the provisions of the said Act of the present Session,
    2. (b) of any other sums so payable by either of them, including any increase attributable to the provisions of the said Act in sums payable under any other Act;
  2. (2) the payment out of the National Loans Fund of sums required for making loans to the National Enterprise Board; and
  3. (3) the payment out of the Consolidated Fund of sums required for fulfilling any

guarantee given by the Treasury in respect of sums borrowed by that Board;

and in this Resolution 'the prescribed limits' means—

  1. (a) the limit of £1,000 million imposed by the said Act of the present Session on the aggregate amount outstanding, otherwise than by way of interest, in respect of—
    1. (i) the general external borrowing (as defined in the Act) of the National Enterprise Board and their wholly owned subsidiaries;
    2. (ii) sums issued by the Treasury in fulfilment of guarantees in respect of sums borrowed by the Board from a person other than the Secretary of State;
    3. (iii) sums paid to the Board as public dividend capital (as defined in the said Act); and
    4. (iv) loans guaranteed by the Board othewise than in the exercise of powers conferred on the Secretary of State by sections 7 and 8 of the Industry Act 1972 and exercisable by the Board by virtue of the said Act of the present Session; and
  2. (b) the limit of £1,800 million imposed by virtue of the said Act of the present Session on liabilities of the Secretary of State under guarantees given by him under section 10 of the Industry Act 1972 and section 7 of the Shipbuilding Industry Act 1967;

And that it is expedient to authorise any payment into the Consolidated Fund or the National Loans Fund under the said Act of the present Session.—[Mr. Walter Harrison.]
