§ Mr. FraserThe Government amendment provides that the Secretary of State's power to modify the guarantee payments scheme will not cover the basic entitlement, grounds for exclusion and so forth, but will be limited to the practical rules in Clause 22, on allocation of a night shift, Clause 24, on method of calculating the payment, and Clause 25(3), which contains the provisions for calculating guarantee entitlement. I hope that this meets the points made in Committee, and Amendment No. 52 tabled by the Opposition.
§ Mr. HayhoeYes, the Government amendment meets the points that we made in Committee and sought to make in Amendment No. 52. We are happy to support it.
