§ Mr. O'MalleyThe amendments were introduced to fulfil an undertaking given by the Government on Report in this House to afford at least 12 months' notice of any changes in the contribution percentages. In practice it is envisaged that there will be about 18 months' notice, and the first report will be made as soon as may be after the third anniversary of the clause's coming into effect instead of after the fourth anniversary, to allow for the longer period of notice.
