Lords Amendment: No. 16, in page 15, leave out line 40 and insert: (b) the period of delay shall begin".

I beg to move, That this House doth agree with the Lords in the said amendment.

This is a minor amendment to paragraph 4 of Schedule 2 dealing with cases where a rent agreement is made after the commencement of the Bill and within two years a rent is registered. The paragraph provides that in such a situation phasing shall begin from the date on which the rent agreement took effect instead of the date of registration.

To give effect to this intention a period of delay is defined in the Bill in terms of two years. There may be cases where the period of delay will be longer than two years because the provision of the maximum increase of £1.50 per week applies. Therefore, the words "two years" give a restrictive interpretation of the provision which is inaccurate. The amendment omits the reference to two years and makes the provision consistent with the other provisions of the Bill.
