asked the Prime Minister if he will recommend the appointment of a Royal Commission to consider the working of the constitution.

No, Sir. The Royal Commission on the Constitution reported last year.

Mr. Tebbit

Should the Prime Minister change his mind and choose to set up another Royal Commission on this matter, will he consider, when the commission gets to the point of dealing with the doctrine of collective responsibility—or collective irresponsibility as it is now —submitting as evidence the correspondence he had with the troika of his disloyal Cabinet Ministers and the advice which was given to him by the Attorney-General on the Clay Cross affair?

No, Sir. I do not accept any of the phrases used by the hon. Gentleman. It would be nice to have a supplementary question from him that reached the standards we thought we once recognised in him when he was elected to this House.
