I beg to move Amendment No. 8. in page 15, line 28, leave out subsection (3) and insert: '(3) The standard specified by the local authority for the purpose of this section shall be that all the houses in the area shall meet or shall be brought up to the following standard, that is to say, that all the houses in the area:

  1. (a) shall meet the tolerable standard; and
  2. (b) shall be in a good state of repair (disregarding the state of internal decorative repair) having regard to the age, character and locality of the houses,
and, where the local authority are satisfied that the houses in the area have a future life of not less than 10 years, they may in addition specify that all the houses in the area shall be provided with all of the standard amenities.' This is a drafting amendment which clarifies the present subsection (3). The sense is exactly the same. We were not sure that we had the wording right in Clause 16(3) and therefore we have sought to re-draft it. That is the purpose of this amendment. I believe we now have the wording right.
