Lords amendment: No. 4, in page 5, line 6, at end insert: ( ) The reference in subsection (1) above to the means to be used for the purposes there mentioned includes a reference to the manner in which the plant provided for those purposes is used and to the supervision of any operation involving the emission of the substances to which that subsection applies.

I beg to move, That this House doth agree with the Lords in the said amendment.

The amendments seeks to clarify the situation and makes clear that the word "means" refers not only to "plant and appliances" but to the manner in which plant is used in respect of the supervision of operations.
