No. 19, in page 16, line 12, leave out from '1974' to end of line 14 and insert: 'then, when the repeal of that provision by this Act takes effect—

  1. (a) the complaint or any decision on the complaint shall abate;
  2. (b) any right of appeal against any such decision which is exercisable before that repeal takes effect shall be extinguished;
