Resolved,

That, for the purposes of any Act of the present Session to make further proviison concerning oil pollution by ships and other matters relating to merchant shipping, it is expedient to authorise—

  1. (a) the imposition on importers of oil and others of obligations to contribute to an international fund for compensation for oil pollution damage,
  2. (b) the impositoin of charges (payable into the Consolidated Fund) in respect of ships entering the United Kingdom where the shipping or trading interests of the United Kingdom are damaged or threatened, or in fulfilment of any international obligation,
  3. (c) the charging of fees in respect of the performance of any of the Secretary of State's functions under the said Act of the present Session,
  4. (d) the payment of any sum into the Consolidated Fund.—[Mr. Dunn.]
