asked the Secretary of State for Industry what action he has taken to assist and advise industries and establishments with which his Department is concerned to conserve energy.

I am confident that those industries and establishments will have noted the measures listed by my hon. Friend the Undersecretary of State for Energy on 18th November, and will welcome the statement to be made shortly by my right hon. Friend the Secretary of State for Energy.

Why have the Government taken so long to do so little?

We have done a great deal, as my right hon. Friend the Prime Minister said on Thursday. If the hon. Member will contain his patience a little longer, he will discover new proposals which, in my view, will be much more appropriate than the proposals made last year to "switch off something" and brush one's teeth in the dark.

In considering proposals for the conservation of energy, will the need be borne in mind to ensure that new buildings are fully insulated? Is my hon. Friend instituting any sort of inquiry into how this can best be done?

Mr. Mackenzie

That is a matter for my right hon. Friend the Secretary of State for Energy. Measures have already been announced affecting this matter.
