Ordered, That a Select Committee be appointed to examine the Reports and Accounts of the Nationalised Industries established by Statute whose controlling Boards are appointed by Ministers of the Crown and whose annual receipts are not wholly or mainly derived from moneys provided by Parliament or advanced from the Exchequer; and of the Independent Broadcasting Authority, Cable and Wireless Ltd., and the Horserace Totalisator Board, and to examine such activities of the Bank of England as are not—

  1. (1) activities in the formulation and execution of monetary and financial policy, including responsibilities for the management of gilt-edged, money and foreign exchange market;
  2. (2) activities, as agents of the Treasury, in managing the Exchange Equalisation Account and administering Exchange Control; or
  3. (3) activities as a banker to other banks and private customers.

Ordered, That the Committee do consist of Fourteen Members. The Committee was nominated of Mr. David Crouch, Sir Donald Kaberry, Mr. Russell Kerr, Mr. Neil Kinnock, Mr. Michael McNair-Wilson, Mr. Cranley Onslow, Mr. John Prescott, Mr. Dennis Skinner, Mr. Cyril Smith, Mr. John Spence, Mr. John Stanley, Mr. David Stoddart, Mr. Edwin Wainwright, and Mr. Ian Wrigglesworth.

Ordered, That the Committee have power to send for persons, papers and records, to adjourn from place to place and to report from time to time.

Ordered, That the Committee have power to report from time to time the Minutes of the Evidence taken before the Committee.

Ordered, That the Committee have power to appoint persons with specialist knowledge for the purpose of particular enquiries, either to supply information which is not readily available or to elucidate matters of complexity within the the Committee's order of reference.

Ordered, That Five be the Quorum of the Committee.

Ordered, That the Committee have power to appoint Sub-committees and to refer to such Sub-committees any of the matters referred to the Committee.

Ordered, That every such Sub-committee have power to send for persons, papers and records, to report to the Committe from time to time, and to adjourn from place to place.

Ordered, That Three be the Quorum of every such Sub-committees.

Ordered, That the committee have power to report from time to time any Minutes of Evidence taken before such Sub-committes.
