When local authorities declare a clearance area, they may resolve to purchase added land—land surrounded by the clearance area—which is reasonably necessary to secure better shape to the land they are buying. These amendments enable owner-occupiers to serve blight notices without having to wait for the compulsory purchase order to be made.
