Yesterday the hon. Member for Mansfield (Mr. Concannon) invited my attention and that of the House to a matter which he believed affected the privileges of the House.

I have given the matter my careful consideration, but have to rule that it is not, in my view, of such a nature as to entitle a motion concerning it to lake precedence over the Orders of the Day.
