asked the Lord President of the Council when he will be ready to make a statement on the report from the Population Panel.

Mr. Prior

I shall endeavour to publish the Population Panel's report before the Second Reading of the National Health Service Reorganisation Bill. I shall make the Government's attitude to the report known to Parliament when it is published.

I thank my right hon. Friend for that reply. May I ask him to ensure that the Government's population policy is published before the United Nations Population Year?

Mr. Prior

I hope that we shall take the Second Reading of the National Health Service Reorganisation Bill within the next 14 days. I think that my hon. Friend can be satisfied, therefore, that the report of the Population Panel will be published in good time. I hope that then the House and the country will have opportunities to discuss the report, and the Government will make up their mind later, about what should be done.
