§ Mr. Eric Deakins (Walthamstow, West)I do not wish to delay the proceedings of the Committee, but I should like to ask the Minister two questions.
Does Clause 1 cover fine or flavoured cocoa as it is referred to in article 33 of the agreement? I think it does. But it is not clear. I should like the Minister to confirm that it does.
Secondly, can the hon. Lady say whether in addition to a licence under subsection (3) an authorised council control document, mentioned in article 33(5), will be required? I am not clear whether the licensing procedure replaces what is required under article 33 or is additional to it.

Signatories to the Agreement are exempt from contributions, but non-signatories are not. However, both are subject to licence under Clause 1.
The answer to the hon. Gentleman's second question is "Yes".
