With this amendment, it will be convenient to discuss Government Amendments Nos. 48 and 49.

These amendments give effect to an undertaking given to the right hon. Member for Kilmarnock (Mr. Ross) in Committee—Cols. 1097/8—that the Government would bring forward amendments at Report stage which would provide for the first ordinary elections to the new local authorities in 1974 to be held on the first Tuesday in May.
