On a point of Order, Mr. Speaker. I, too, apologise for the short notice I was able to give you.

I wish to draw attention to an article in yesterday's colour supplement of the Sunday Times entitled Shell versus Parliament—a study in parliamentary impotence I am advised that this may be a breach of parliamentary privilege. Members who serve on these Committees have to affirm they have no private or constituency interest by signature as a statutory obligation and they act in a semi-judicial capacity when they serve on these Committees, I believe that this article is a distortion of what happens and, therefore, a breach of parliamentary privilege.
