asked the Secretary of State for the Environment what action he is taking to reduce traffic hazards in the villages of Asenby and Topcliffe now that double carriageways are completed on the A168 outside these two villages.

Mr. Speed

In addition to the double white lines which have been provided to restrict overtaking between the Methodist Chapel in Topcliffe and the bridge over the River Swale, draft proposals for a 40 mph speed limit on the A168 through Topcliffe have recently been published. The real solution to the problem is the construction of the Topcliffe and Asenby bypass, which will be commenced as soon as the statutory and administrative processes are completed.

Is my hon. Friend aware that this stretch of road has a number of dangerous corners which cannot be safely negotiated at speeds higher than 30 mph? Will he either hold a public local inquiry into this matter or allow me to bring a deputation of my constituents to see him about it?

I thank my right hon. Friend for his suggestion. I understand that already a meeting has taken place between Topcliffe Parish Council and other local authorities and everyone concerned. As regards the speed limit, I am advised that 40 mph is the realistic and enforceable limit. I shall consider my right hon. Friend's suggestion, however, and get in touch with him.
