On a point of order, Mr. Speaker. I seek your guidance upon a limitation which appears to fall on hon. Members who seek to raise Private Notice Questions. As you will know, I sought to raise such a Question on the subject of the deteriorating——

Order. It is an established rule that an hon. Member is not permitted to refer to a Private Notice Question that has not been allowed. It is one of the conventions of the House.
