On a point of order, Mr. Speaker. Is it in order for the hon. Member for West Lothian (Mr. Dalyell) to put down a motion such as he has tabled on Second Reading— That the Bill be read a second time on this day six months"— when he has said that he is not necessarily against the principle of the Bill and when all the petitions can be taken into account in Committee? This merely imposes delay and expense on the local authority.

Will the right hon. Gentleman be good enough to raise that point of order at the end of Questions? I have notice of a similar point of order and I will deal with it at the end of Questions.
