With this Amendment we are to take Lords Amendments Nos. 188, 189 and 190.

The Bill defines "local authorities" in Clause 256(1) as a county council, the Greater London Council, a district council, a London borough Council or a parish or community council. This leaves the Common Council of the City of London. If powers are to be given to the Common Council such as are to be given to the principal authorities in the Bill, it needs specific mention. The Amendments do just that.
