Lords Amendment: No. 80, in page 19, line 27, leave out "As from" and insert: For the purpose of exercising functions on and after".

I understand that we are to discuss with it Lords Amendments Nos. 81 and 82.

Essentially these are drafting Amendments to make clear that community councils are to be brought into being in Wales as shadow authorities shortly before 1st April, 1974, and, where appropriate, to hold their first meeting before that date.
