Perhaps it will help if I inform the House that for the debate on Wednesday, 6th December on the Second Reading of the Consolidated Fund Bill hon. Members may hand in to my office by 9.30 on the morning of Tuesday, 5th December their names and the topics they wish to raise. The ballot will be carried out as on the last occasion. An hon. Member may hand in only his own name and one topic.
This Consolidated Fund Bill contains the Civil Vote on Account, so that hon. Members may raise any questions of policy or administration arising out of the Civil Estimates. The Bill also makes provision to cover Civil Supplementary Estimates set out in House of Commons Paper No. 12. There is no opportunity for raising defence topics in the Bill. I shall put out the result of the ballot later on Tuesday, 5th December.
