Queen's Recommendation having been signified—

Resolved, That, for the purposes of any Act of the present Session to establish a basic scheme of social security contributions and benefits replacing the National Insurance Acts, to assimilate to it the operation of the Industrial Injuries Acts and the Old Cases Acts; to make further provision as to occupational pension schemes; to establish a contributory reserve pension scheme under a Reserve Pension Board; and for other purposes, it is expedient to authorize—

  1. (a) the payment out of money provided by Parliament into the National Insurance Fund of amounts totalling for any year 18 per cent. of so much of all classes of basic scheme contributions paid in that year as remains after deducting the appropriate national health service allocation and the appropriate allocation to the Redundancy Fund;
  2. (b) the payment out of money so provided—
    1. (i) of the administrative expenses of the Secretary of State or other government department in carrying into effect provisions relating to the basic scheme, and any other expenses falling on the Secretary of State or other government department under the Act, including those incurred by the Secretary of State in making any loan to the Reserve Pension Board;
    2. (ii) any sums required to be paid out of moneys so provided by way of financial adjustment in consequence of provisions of the Act relating to Northern Ireland or elsewhere outside Great Britain;
  3. (c) any increase attributable to the said Act of the present Session in the sums payable under any other enactment out of money so provided;
and in this resolution 'basic scheme contributions' means contributions paid under provisions of the said Act of the present Session establishing a basic scheme of social security contributions and benefits replacing the National Insurance Acts, and the reference in paragraph (b)(i) to the basic scheme shall be construed accordingly.—[Mr. Higgins.]
