Resolved, That, for the purposes of any Act of the present Session to establish a basic scheme of social security contributions and benefits replacing the National Insurance Acts, to assimilate to it the operation of the Industrial Injuries Acts and the Old Cases Acts; to make further provision as to occupational pension schemes; to establish a contributory reserve pension scheme under a Reserve Pension Board; and for other purposes, it is expedient—

  1. (a) to provide for certain portions of basic scheme contributions received by the Secretary of State under the said Act of the present Session to be taken as paid towards the cost of the national health service in Great Britain, after deduction of the Secretary of State's expenses of collecting the contributions, and for those portions to be—
    1. (i) in the case of primary Class I contributions, 0.4 per cent, of the amount determined to be that of the earnings in respect of which those contributions were paid;
    2. (ii) in the case of secondary Class contributions, 0.6 per cent. of the amount determined to be that of the earnings in respect of which those contributions were paid;
    3. (iii) in the case of Class 2 contributions, per cent. of the amount determined to be the total of those contributions;
    4. (iv) in the case of Class 3 contributions, 8 per cent. of the amount determined to be the total of those contributions; and
    5. (v) in the case of Class 4 contributions, 0.4 per cent. of the amount determined to be that of the earnings in respect of which those contributions were paid; and
  2. (b) to authorise the payment into the Consolidated Fund of any sums required by virtue of the said Act of the present Session to be paid into that Fund;
and in paragraph (a) of this resolution, ' basic scheme contributions ' means contributions paid under provisions of the said Act of the present Session establishing a basic scheme of social security contributions and benefits replacing the National Insurance Acts, references to contributions of any class are to be construed as in the said Act of the present Session, and ' determined ' means determined by the Secretary of State in accordance with any directions given by the Treasury.—[Mr. Higgins.]
