Gentleman aware that the three months moving average of retail sales is still down and that there is no evidence anywhere that retail sales and consumer expenditure are likely to be both substantial enough and sufficiently broadly based to sustain the growth rate which the Chancellor of the Exchequer promised in his Budget statement?
§ Mr. NottWhile consumer expenditure may not increase exactly in line with the half-yearly forecasts given in the Financial Statement and Budget Report, it is still expected that consumer expenditure will increase at an annual rate of about 5 per cent. over the 18 months 1215 between the second half of 1971 and the first half of 1973.
