asked the Attorney-General, having regard to the protracted police inquiries following submission of the report by Mr. Settle, QC, to the Charity Commissioners on the affairs of the Elgar Birthplace Trust, whether he will now make a statement.

The Attorney-General

After taking counsel's advice, the Director of Public Prosecutions has decided that there is no evidence which would justify criminal proceedings. I agree with that decision.

While thanking my right hon. and learned Friend for bringing this matter to a decision after all these years, may I ask whether he will give advice and guidance on the position of the trustees, including myself, who are faced with these defalcations over many years, and evidently have no redress in a civil sense unless my right hon. and learned Friend is prepared to publish the report by Mr. Settle. QC, referred to in the Question?

I am, possibly fortunately, precluded by the terms of my appointment from giving advice to anybody save the Crown. The decision which I have announced is the decision of the Director of Public Prosecutions, but, as my hon. Friend appreciates, it is open to the trustees to pursue their civil remedies if so advised.
