§ Mr. YoungerThese are drafting Amendments which are intended to clarify the intention of subsection (1) The subsection contains the general requirement that for each financial year standard rents should be charged at a level such that the income receivable from them, together with the other income to the housing revenue account, including subsidies, meets the expenditure on the new account without a rate fund contribution other than that associated with the new housing expenditure and high-cost subsidies.
The reference to "specified" income and expenditure could, however, cause some confusion. The three Amendments are intended, therefore, to ensure that the reference to income and expenditure specified in Schedule 4 is restricted to such income and expenditure as is properly credited or debited to the housing revenue account.
