Gentleman aware that the impressive progress made by many local authorities in implementing Section 1 of the 1970 Act shows that an increase in Exchequer support is urgently necessary if local authorities are to save taxpayers' money? Will he make a statement at the earliest possible date and agree to give publicity to the best that local authorities are doing in implementing this Section of the Act?
