I beg to move Amendment No. 25, in page 29, line 42, after 'including', insert: 'the training and education of such persons, and'. The Amendment follows an undertaking which I gave to the Standing Committee in response to an Amendment moved by the hon. Member for Bristol, Central (Mr. Palmer). It is self-explanatory; hon. Members who were on the Committee will know what it is about.

We are much obliged. The Amendment makes a considerable improvement in the drafting of the Clause.
