§ 30. Mr. Michael Robertsasked the Secretary of State for the Environment if he will outline the results of his review of urban traffic problems; and if he will make a statement.
§ The Under-Secretary of State for the Environment (Mr. Michael Heseltine)The review is a continuing process. I have nothing to add today to the various initiatives already announced by the Government.
§ Mr. RobertsDoes my hon. Friend agree that the construction of urban motorways can be an expensive and socially disastrous way of solving our traffic problems? Will he ensure that in this matter, where public expenditure is involved, there is a proper balance between public transport and road construction?
§ Mr. HeseltineWe are awaiting the report of the Urban Motorways Committee. The balance between one form of public investment and another is one of the matters under review.
§ Mr. CrouchIs my hon. Friend aware that one of the problems created by urban traffic is pollution? I do not think 412 my right hon. Friend the Chancellor of the Exchequer is helping the matter by considering placing a tax on the use of liquefied petroleum gas, the use of which could considerably reduce pollution in congested areas, namely, urban areas.
§ Mr. HeseltineThe question of tax is one for my right hon. Friend the Chancellor. As for pollution in cities and urban areas, I am sure my hon. Friend is aware of the regulations announced by my right hon. Friend the Minister for Transport Industries to control noise and fuel emissions.
